پاک افغان اور بعض قوتوں کا منفی پروپیگنڈہ

اس حقیقت کے باوجود کہ پاکستان اور افغانستان کے تعلقات ماضی کے مقابلے میں کافی بہتر ہوئے ہیں۔ بعض افغان حلقے اور غیر ملکی عناصر ہر وقت اس تاک میں رہتے ہیں کے کسی بھی واقعے کو بہانہ بنا کر نہ صرف دونوں ممالک کے درمیان بدگمانیاں پیدا کی جائیں بلکہ عوام کو بھی ایک دوسرے سے دور کیا جاسکے۔

حال ہی میں جب کرونا وائرس کے مسئلے پر پاکستان نےبھارت، ایران اور افغانستان کے ساتھ اپنی سرحدیں بند کیں تو افغانستان میں اشیائے خوردونوش کی قلت پیدا ہوگئی کیونکہ اکثر اشیاء پاکستان سے وہاں جاتی ہیں عوام کی تکلیف اور افغان حکومت کی درخواست پر وزیراعظم عمران خان نے خود حکم دیا کہ سرحدیں کھول کر افغان عوام کی ضروریات پوری کی جائیں اور یوں کئی روز تک سپلائی کو ممکن بنایا گیا جبکہ فوڈ سپلائی بھی بحال کی گئی ۔ اس کے علاوہ وزیراعظم نے پاکستان میں قیام پذیر افغان باشندوں یا مہاجرین کی مدد کے لیے 20 ملین روپے بھی منظور کیے باوجود اسکے کہ پاکستان کو خود کرونا بحران کے باعث مالی مشکلات کا سامنا ہے ۔

اسی بحران کے دوران جب پاکستان کے آرمی چیف جنرل قمر جاوید باجوہ نے افغان صدر ڈاکٹر اشرف غنی کو دوبارہ منتخب ہونے کے لیے فون کیا تو مذاکراتی عمل، دوطرفہ تعلقات اور تجارت سمیت کرونا سے پیدا شدہ صورتحال پر بھی دونوں لیڈروں نے تبادلہ خیال کیا۔ اس بات چیت کے دوران اشرف غنی نے آرمی چیف سے اس خواہش کا اظہار کیا کہ پاکستان اُن سینکڑوں ہزاروں افغان باشندوں کی واپسی کے لئے اقدامات کرے جوکہ بوجوہ پاکستان میں پھنسے ہوئے ہیں اور بارڈر سیل ہونے کے باعث افغانستان واپس نہیں جا سکتے ۔ وقت ضائع کئے بغیر حکومت نے اس مسئلہ کے حل کے لیے تین روز کے لیے طورخم اور چمن کی سرحدیں کھولنے کا اعلان کیا اور اس واپسی کو مؤثر بنانے کے لیے افغان سفارتخانے، قونصلیٹس اور افغان حکومت کو آگاہ بھی کیا گیا۔ کیونکہ ایسی ہی ایک درخواست افغان سفیر عاطف مشال نے بھی کی تھی اور افغان وزارت خارجہ بھی بار بار تعاون کی درخواستیں کر رہے تھے ۔ حکومت پاکستان کے اس غیر معمولی تعاون اور اقدام کے نتیجے میں جو ردعمل سامنے آیا اس نے نہ صرف پاکستان کو کافی مایوس کیا بلکہ بعض افغان حلقوں نے شیشوں کے گھروں میں بیٹھ کر منفی تبصرے کیے اور مخالفانہ بیانات جاری کیے۔ دوسری طرف پاکستانی افغانستان سے آمد کے اقدام کے منتظر رہے۔
طے پایا تھا کہ طورخم کے راستے ہزار سے تین ہزار تک افغان باشندے ایک آسان طریقہ کار اور اندراج کر کے اپنے وطن واپس جائیں گے جہاں تورخم کے اُس پار اُن کے لیے افغان حکام نے قرنطینہ سینٹر بھی قائم کیا تھا ۔ تاہم پہلے روز ہزاروں افراد پاٹک پر ہلہ بول کر نعرے لگاتے افغان سرزمین پر داخل ہوگئے اور انہوں نے کسی قسم کے اندراج یا چیکنگ کو خاطر میں لانے کی ضرورت محسوس نہیں کی۔ پاکستانی حکام نے اس کے باوجود ان کی تکلیف اور خواہش کو مدنظر رکھ کر ان کی راہ میں کوئی رکاوٹ نہیں ڈالی۔ یہی صورتحال چمن بارڈر پر بھی دیکھنے کو ملی جہاں سے تقریبا 10 ہزار افغانی واپس چلے گئے۔ اس پرستم یہ کہ بعض نام و نہاد عالمی میڈیا رپورٹس میں نہ صرف اس کومنفی رنگ دینے کی کوشش کی گئی بلکہ بعض اداروں اور افغان حلقوں نے یہاں تک کہنا شروع کیا کہ ان افراد کی آڑ میں پاکستان نے دہشت گرد افغانستان بھیجے ہوں گے حالانکہ تلخ حقائق تو یہ ہیں کہ افغانستان نے ایک پالیسی کے تحت اُن پاکستانی طالبان اور اُن کے کمانڈروں کو پناہ دے رکھی ہے جو کہ پاکستان میں بدترین دہشتگردی میں ملوث رہے ہیں اور بعض افغان حکام ایسا کرنے کا برملا اعتراف بھی کرتے ہیں۔ اسی ضمن میں پاکستان نے اسلم فاروقی کی حوالگی کا بھی حال ہی میں مطالبہ کیا ہے۔ اس سے قبل بھارتی میڈیا نے حقائق کے برعکس مہم چلائی کہ کابل میں فروری کے مہینے کے دوران سکھوں کے گوردوارے پر جو حملہ کیا گیا تھا اس میں پاکستان ملوث ہے حالانکہ اس مہم سے قبل بھارت کے معتبر میڈیا رپورٹس میں کھلے عام پوری تفصیلات کے ساتھ بھارت ہی سے تعلق رکھنے والے داعش خراسان، داعش برصغیر کے ان حملہ آوروں کی تفصیلات شائع کی گئی تھیں جو کہ گوردوارے کے حملے میں ملوث تھے۔

دیکھا جائے تو اس تمام مہم جوئی اور بے جا الزامات سے یہ بات ثابت ہوتی ہے کہ بعض قوتیں اب بھی اس کوشش میں ہیں کہ ایسے وقت میں افغانستان اور اس کی حکومت کو پاکستان کے خلاف استعمال کیا جائے جبکہ افغان قیام امن اور انٹر افغان ڈائیلاگ کیلئے افغان حکومت اور قائدین کے علاوہ امریکہ کو بھی پاکستان کی اشد ضرورت ہے اور پاکستان کا کردار عالمی سطح پر سراہا بھی جا رہا ہے۔

Bajaur-Mohmand land dispute reality and government responsibility

A boundary dispute of almost 150 years between Bajaur and Mohmand tribes has once again erupted which has brought both the tribes on verge of an armed clash. The recent dispute on 13000 kanal land surfaced when the Muhmand administration deployed two police personnel at Darbanro check post for screening of people for coronavirus. But the police chief of Bajaur asked the personnel to quit the area as it was under the jurisdiction of Bajaur district.

As per the history of this disputed area, numerous fatal clashes have taken place on the land. According to Shah Sawar, a local from the area, this land was the property of Muhmand until 1912 and a Khan of Bajaur at that time had confiscated it from Mohmand tribes. But the Mohmand tribe after a fatal and long fight with Khan reclaimed the land and handed it over to another person called Khan Ahmed Jan, since then the land is disputed.

According to Shah Sawar, the tribes from both the sides have fought many wars on it and many have lost their lives. The issue could not be resolved despite various Jirga and negotiations.

On the other side, the people of Bajaur have their own opinion regarding the dispute and status of the land. A political activist from Bajaur who is vocal for the resolution of this dispute, Arshad Ali, told us that this land belongs to the Khan of Bajaur and the people of Safi Muhmand had purchased this land from the Khan of Bajaur. He claimed that the documents of this land were also available with them. He also said that hundreds of Pashtun Jirgas were formed to resolve the issue but they failed to do so.

While revealing the entire background of the recently erupted clash, Shahid Ali, a journalist having a closed eye on the whole situation told us that the major reason of the recent dispute is jobs and admissions in Mamadgat Cadet College built on the disputed land.

It is important to mention that the cadet college was initially named as Mohmand Cadet College and was later renamed to Mamadgat Cadet College due to Bajaur people protest. Jobs offered by Cadet college have been divided equally between both the sides which is also a bone of contention in the matter.

Besides all these developments, both the sides are accusing district administration for their lack of role in the resolution of the issue. They blamed Government for fueling the issue and forcing the tribesmen to engage in war for their own political goals.

In the resolution of dispute, many local Jirgas have visited the areas but could not get a breakthrough as both the sides are not ready to accommodate each other. Now a body under the leadership of former senator Shah G Gul Afridi has been formed to address the issue as soon as possible in order to avoid any direct fight between the sides.

By analyzing the situation, it can safely be concluded that forming and mandating a jirga is likely to not offer a long standing and permanent solution. Since, the areas are already merged in KPK, it is the responsibility of the provincial government to form a judicial commission to settle the dispute between the tribesmen as per the law.

Secondly before forming the commission, the KP government should directly engage both parties to show its assertiveness and also instruct district administrations to take control of the situation. This will not only restore the confidence within the public but also establish writ of the state in the area.

Thirdly the KP government should quickly introduce the land reforms and Patwar system in the region which will help in the resolution of such issues permanently.

KP government should engage the protesters tactfully and with vigilant hands in order to convince them to end their protest and create an environment for resolution of the issue. Any protest in current situation of pandemic may facilitate spreading of Covid19 and leading to an emergent situation. This will not only further escalate the situation but also add to burden on our already meager health resources.

Afghanistan blamed Pakistan for the worst law and order situation in Afghanistan

Kabul, the center of Indian conspiracies!

As Pakistan requested Afghanistan to handover captured Islamic State of Khorasan Province (ISKP) leader Aslam Farooqi, a Pakistani national and a wanted terrorist, rather than responding to the call positively, Kabul started blaming Islamabad for sponsoring terrorism.

According to National Directorate of Security (NDS), the Afghan spy agency, Aslam Farooqi was captured alongwith 20 others militants in Kandahar city. Aslam Farooqi was involved in various terrorism activities inside Afghanistan, according to NDS.

The Deputy Spokesman of NDS Dawa Khan Meenapal while confirming the arrest of Aslam Farooqi claimed that he was heading ISKP.

Islamabad contacted Afghan government and officially requested for handing over Aslam Farooqi to Pakistan due to his nationality and involvement in terrorism within Pakistan, while using Afghanistan soil. As per international relations and diplomatic norms it was Pakistan’s just right but instead of cooperating, Kabul regime let loose barrage of allegations against Islamabad. Afghan media under the Indian influence, called Aslam Farooqi as Pakistan state sponsored agent and claimed that he enjoyed hidden support of Pakistan.

Besides others, Rehmatullah Nabil, the former Head of Afghan NDS and a presidential candidate during recent Afghan elections, in a twitter message blamed Pakistan for the worst law and order situation in Afghanistan.

“PAK military & ISI think that #AFG is in their territory. They never complied with AFG government’s request for handing over of Mullah Baradar, Sadar Ibrahim, Mullah Daoud, Maulvi Mir Ahmad Gul, Mullah Abdul Salam and dozens of high-ranking Taliban, who were arrested in PAK,” he wrote on his twitter wall.

Mr. Rehmatullah Nabil has tried to malign Pakistan and satisfy ‘certain elements’ by concealing facts and blatantly lying about the situation. Actually, it was none other than Pakistan that helped bringing Taliban into negotiation table leading to the signing of Doha peace agreement. To set the record straight, Taliban was accepted as a political force by US, NATO and other countries allowing them to hold political office in Qatar, Pakistan had never offered Taliban its offices or other facilities inside Pakistan.

Afghan President honorable Dr Ashraf Ghani soon after taking charge of his office, in July 2014 tried to start new era of good relations with Pakistan, Pakistan welcomed his offer and invited President Ghani for a state visit. President Ghani visited Islamabad in November 2014, he was given warm reception. President Ghani was invited to Pakistan Army headquarters “GHQ” as well. Afghan President officially requested Pakistan to help Afghan peace process by bringing Taliban to table talks with Afghan government. A month later, in December 2014, Tehreek e Taliban Pakistan (TTP) militants based in Afghanistan attacked Army Public School killing 150 innocent students and teachers, thus sabotaging the environment for good relations between Pakistan and Afghanistan, later it was established that certain elements in Afghan government and Indian intelligence agency RAW had facilitated the APS attack. Similarly, again when President Dr Ashraf Ghani was expected to visit Pakistan in 2018, certain elements in Afghan intelligence leaked the “death” news of Mullah Mohammad Omar to media, founder of Taliban movement, forcing Ashraf Ghani to postpone his Islamabad visit.

President Ghani visited Pakistan three times, every time the anti-Pakistan Indian-lobby played its dirty tricks to sabotage the visits. Similarly, the former Afghan president Hamid Karzai visited Pakistan 21 times but those elements in Afghan government under the Indian influence tried to sabotage friendly relations between two brotherly countries. Therefore, this time again when the historic Afghan peace process has entered into its final phase, the anti-Pakistan lobby is trying to wash out Pakistan’s role in this peace process by exploiting Aslam Farooqi issue and malign Pakistan internationally.

The names (of Afghan Taliban leaders) cited by ex-Afghan spy Chief, as captives or prisoners and asking Pakistan to hand them over to Afghanistan is laughable. All the names in the list are openly operating Qatar political office, Taliban have signed Doha agreement with US led international community, and now Kabul government has also formed its negotiation committee to talk to the very Taliban and move forward the peace process. Again, Afghan president Dr Ashraf Ghani has issued presidential decree for release of some 5000 Taliban prisoners from its jail. So Instead of blaming Pakistan, Rehmatullah Nabil should ask US and Afghan governments to cancel talks with Taliban and put them all in jail.

Secondly, it was United States and NATO that bypassed and excluded Afghan government from its talks with Taliban, the negotiations were held in Russia, in China and in Doha, moreover Taliban travelled frequently and freely across the world’s capitals on passports provided to them by various countries other than Pakistan.

Thirdly, Aslam Farooqi is a Pakistani national, a wanted terrorist and member of a banned group TTP, who was involved in various terrorist activities in Pakistan and fled to Afghanistan with hundreds of other militants in mid-2015 when Pakistan army launched major offensive in Tribal areas. Aslam Farooqi is said to have been in good terms with Afghan intelligence agencies, reportedly he later joined Daesh “ISKP” when Afghan Taliban denounced TTP anti-Pakistan activities from Afghanistan.

Fourthly, a long list of anti-Pakistan group leaders and militants starting from TTP chief Mullah Fazalullah to Baloch insurgents are operating from Afghanistan and not a single militant was killed or handed over to Pakistan.

Similarly the surrendered TTP and later Jamat ul Ahrar “JA” spokesperson Liaquat Ali AKA Ehsan Ullah Ehsan has confessed that Pakistani Taliban had links with Indian intelligence agency RAW with the help of NDS.

Ehsan in his confession statement said that TTP leadership had Indian support, funding and took money for every terrorist activity they conducted within Pakistan. They pushed the TTP members on the frontlines to fight against the Pakistan army. The confession of a former terrorist leader is a clear proof that how Afghanistan soil is being used by terrorists and India against Pakistan.

Pakistan has time and again expressed desire for peaceful and stable Afghanistan as former internal situation directly affects the later; and there could be no stability in Pakistan if things in Afghanistan are troublesome; for example USSR invasion of Afghanistan had extensive impact on Pakistan and even today there are three million Afghan refugees living in Pakistan. Just like Afghanistan, Pakistan has suffered by terrorism, so it is high time for both the neighbors to make a common front against the enemy, terrorism and join hands for establishing peace in the region to benefits people on both sides of the border.
